2014 Town n Country touring.

When I first turn on the car it takes approximately 15-20 seconds before the radio/backup camera will come on. I suspect it's a bad capacitor somewhere? Anyone have any ideas? I hope it's in the TIPM or somewhere easy!!

All that is controlled through the radio. It might be about to start failing on you. Do you have any body control or CAN codes?

When you shift into reverse, does the radio display turn black and then the camera is displayed after 15 seconds of a black screen, or does the radio take the 20 seconds to recognize you are in reverse? Or is it when you start the van it takes the radio 20 seconds to display anything?

If the radio screen goes black and shows "check all surroundings" and then the image shows up 15 seconds later, the camera has a power issue, or corroded wire, or is failing. Same can be said if the radio takes 20 seconds to turn on after starting.
