For those of you trying to deal with tobacco smell in your van's interior, here is the fix, and I've done it myself so I know it works...
First you have to clean, very well, the entire interior, from the carpet to the headliner. Not cleaning good enough will cause the smell to eventually return. Once this is completed, run an ozonator for 45 minutes to an hour in the interior. The ozanator creates and fills the vehicle with ozone. This will permanently remove the tobacco odor, although in extreme cases it may take two or more treatments. Ozanators vary in size and cost. I paid about $60.00 for mine from amazon, and have used it in several vehicles and homes to eradicate unwanted odors.
