You cannot disable the SKIM/VTSS

If you have to go for emission test in March of next year your best bet is to have the dealer program your donor PCM to work with your van or else the inspection station will notice a mismatch in your mileage between modules.

A PCM swap can be done with the same part number from a donor vehicle and you also need the SKIM module and the matching grey key.

It's not hard to remove the SKIM module from the steering column, one or two screws on the bottom holds the module in place and the antenna loop slides off the key lock.

If you're going to experiment to see what works- watch the RED dot lamp on your cluster, Turn ignition to ON position- RED dot will light up for a few seconds and then it should turn OFF (Ready To Start)

If the RED dot stays ON or flashes you have a mismatch between PCM and SKIM and the engine will not stay running.

One more thing about CEL P0601...

After speaking to techs about the problem, this is well known problem among reman people for this vehicle. One tech has mentioned that there is a burned resister that needs replacing.... Simple as that. I wonder if that resister would be visible when you open the lid of PCM..... and just replace the resister.
it is a well known problem, that's how my PCM burned up a couple years ago.
To be more specific, it's a MOSFET transistor that blows up and burned a hole in the circuit board, so it can't be repaired, the board is covered in a silicone gel anyway, would be too difficult to do any repairs. Unfortunately I don't have any photos of it, it had to be sent back to the re-builder.
