This is a 2010 Dodge Grand Caravan
If I turn the high beams on, the blue light turns on above the instrument panel like the high beams are on, but all that actually happens is a brief flash of bright light from both high beams, and then it goes back to just low beams. The blue high beam light stays on until I move the lever back to the low beam setting, and then the high beams flash one more time and the high beam light goes out.

If I pull it back for "flash to pass", the low beams come on if the headlights are off, or it gives a very brief high beam flash and shuts back off if the low beams are already on.

Is there a circuit breaker somewhere that needs replaced? I couldn't find one in the manual

That's odd, do you have auto high beams? Not sure what could cause that, possibly a malfunctioning relay or bad ground?

Do any of your dash lights slightly "flicker" at night, or like when you turn on your turn indicator as a pulse? I had the issue with that, something with high beams also I believe, but just a flicker. Cleaned the battery terminal really well, the main headlight ground point just under the battery, and the alternator collector cleaned very well. Issue went away.
I don't even have automatic headlamps so I'm absolutely positive I don't have auto high beams lol

All the lights stay exactly the same brightness no flickering or anything, the only thing the dash does is turn on the blue high beam indicator as though they're working
