Plymouth Grand Voyager Power Problems

1999 Plymouth Grand Voyager. All power to inside/outside lights cut off gradually (few minutes) while driving at night. Dash board lights died and all gauges died. Car still ran. Battery warning light came on but even that lost power. Tested Battery, Seems to be fine. Fan to heater still worked.

Welcome to the forum.

Try searching the forum for "dash lights". Seems like a common problem. Sometimes fixed after resetting the BCM (Body Control Module) by disconnecting/reconnecting negative battery cable, but you may have already done that when you tested the battery. Despite testing, might still need to replace battery.
