Rust on rear quarter panesl 2005 Grand Caravan

Seems like the 2005 models specifically out of the 01-07 vans has rust much earlier than any vehicle it's age should.
Our 2005 is an early build being August of 2004 and has been well taken care of. I cannot vouch for its first two years, but ever since we brought it home in September of 2006 it has garaged and washed on a regular basis.

It has the rust starting on both rear wheel wells at the top seam. The paint bubbles leading me to believe that the rust is from the inside out.
The van just turned over 74K, and will be 8 years old this August.
We had it into our local Carstar last fall to have both rear wheel wells repaired as well as the drivers door painted due to an unrelated deep scratch.
The bill for this was $900 which I felt was pretty decent given what they did.

The rust is back again though on both wheel wells. Going to go back to them and ask what if anything can be done without spending megabucks. Since 05 is way into the middle of the 01-07 platform, the last thing I thought we would be dealing with this soon is rust.

The 1997 we had sold when we bought this had NO rust on it.
