Does anyone know the torque specs on the valve cover and oil pan on a 2003 GCV 3.3?

Do you have a Haynes Manual? They have torque specs.

Oil Pan bolts - 105 inch, lbs (8 to 9 ft. lb)
I would torque up in stages, say three, crisscrossing as much as possible, and not overly trust the torque wrench. Get a feel for it.

That's correct per Post #3.
RTV for gaskets? Better check as to what gasket manufacturer says.
