I have a 2007 Chrysler Town and Country with a whining noise. When I first got it about 2 years ago it had a whine and I replaced the power steering fluid and it was dramatically reduced. It has gotten back up to where it is VERY noticeable sometimes, and other times it does not demand your attention. This time it is not the power steering as it does not change with turning the wheel. Everything seems to be working fine. Maybe shifting the trans into gear is a bit slow. Don't know if that is normal for this car. Shifting seems fine while driving.
