Power steering hose leaking - requires entire rack?

Had a whining noise, turns out the power steering was low on fluid due to leaking hoses.
The shop says hoses cannot be changed themselves and requires replacing the entire rack, plus alignment. Over $1300.
Anyone know if this is true, or have the same issue?

Ah, is that line called a crossover pipe or something similar?
That may be it after all, I can't remember exactly what they called it. I seem to remember some kind of hard line running along the top of the rack.
