Trouble with Radiator Fans

Hello everyone. I have a 2007 Dodge Caravan with about 200,000 kilometers. Recently I've been overheating just sitting in traffic. The fan circuit check engine light is on. I have changed the following parts: coolant temperature sensor, entire radiator fan assembly, thermostat, 40 amp fuse (it was blown) and fan control relay. Yet the fans just won't turn on.

I tested the fan relay plug with a test light. Everything works except for the last one that gets a signal from the ECU telling it to turn the fan on. I waited for the car to get up to 220 Fahrenheit and still couldn't get a signal from the ECU. I jumped the two big wires and the fans turned on.

Any advice would be appreciated. Thank you.

Howdy,
Check the two connectors (C2 & C3) under IPM and the 'jumper' between them (DB/VT and BR/VT 18ga wires):

If those are good, work your way back to PCM connector.
do you mean to connect the 2 directly (DB/VT and BR/VT)? Do I need to wait until the car is hot for the PCM to send a signal? Sorry I’m new to this
