Unresolved paint problems

I purchased my 2020 Pacifica in April 2020. After 2 years I noticed the paint bubbling around the edge of the hood. I went back to the dealer, which had now changed hands, and they told me that since their dealership had no body shop, that would need to take the car elsewhere for repair. I took it to a local dealer which serves many manufactures. They sent me to their bodyshop which took pictures and supposedly sent the pictures to Chrysler. After 6 months of hearing nothing, I went back to the shop and inquired what was happening. I was told nothing was happening and the person in charge of those repairs was no longer there and that they did not have access to his old E-mails and that they would have to resubmit the photos. They resubmitted the photos and "rediscovered" additional possible damage to door skins. Another claim was filed.
6 months later I called again to check on the claim and they told me they don't have that information there, and that I would need to talk to a certain individual at their Chrysler dealership. I called that individual and he checked my VIN with Chrysler. Nothing had ever been filed. He contacted his bodyshop (at a Ford Dealer). He told me they had refiled the claim under the VIN and resubmitted the Pictures under the VIN. Another 6 month have gone buy and nothing has happened I have stopped getting my calls returned from the dealer.
What should be my next step? I think the second set of pictures were taken to "inflate" the estimate, but all I want is for the hood to be repaired before it rusts through.

Why wait 6 months each time? Find another Chrysler dealer, make them start a case, ask for the case number the same day, don't walk away without case number. Make sure they include the 2 year run-around.

If you don't hear back within 2 weeks, start a BBB claim. Still nothing, look into lemon laws of your state and sue them, there are lawyers that will take cases without any retainer. They will get paid when they win.
